“We can be flexible. We are in pretty good shape,” DeCosta said. “We have the ability to make a move. I like our position. We’re not constrained by anything at this point. We can make the team better if the situation arises and there is value for us.
“We’re not totally shut down but we will also be responsible. We worked hard during this offseason and we don’t want to blow that up.”
“Being organized and knowing the value of a player ahead of time is part of it. We will consider everybody available and who will bring value to our team. We have strengths and weaknesses. We will look at players and see how they compare to our players. Then we have to ask ourselves, ‘Does this make sense financially? How do they fit our team? Are they a starter, and what is their value?’ If it all fits, then we do what makes sense for both parties.”
In the second wave of free agency, Baltimore will attempt to add personnel who can help in 2019 while also preserving the majority of their projected $44 million of 2020 cap space.

Derrick Morgan is another veteran outside linebacker who fits the Ravens scheme. During nine years in Tennessee, Morgan accumulated 44.5 sacks, 54 tackles for loss, 112 quarterback hits and 25 pass deflections.
Ravens Sign Three Players to Contracts Following Rookie Minicamp - Clifton Brown
The Ravens signed three players to contracts Monday following their weekend rookie minicamp – cornerback Terrell Bonds, defensive end Aaron Adeoye, and offensive tackle Darrell Williams. To make room on the 90-man roster, defensive back Robertson Daniel, guard C.J. Toogood, and safety Evan Worthington were waived.
Bonds played for the Memphis Express this year in the now-defunct Alliance of American Football League, where he had 14 tackles and five passes defensed in eight games.
The 6-foot-6, 260-pound Adeoye also played in the AAF this year for the Birmingham Iron where he recorded a half-sack and six quarterback hits.
Williams was an undrafted free agent in 2017 out of Western Kentucky.
DeCosta will continue shuffling the final spots on the 90-man offseason roster in preparation for training camp in mid-July.
