After studying the numbers for the Fuller contract, it looks to me like it's a 1 year trial period before the team is locked into huge cap numbers, because his big $10M base in 2021 doesn't guarantee until just after the start of the 2021 league year. They can get out after 2020

NFL owners are scheduled to vote Tuesday by conference call on expanded playoffs beginning in '20 season. That's expected to be ratified. Vote also includes how teams will be seeded and which networks will broadcast games. Owners will discuss on which days games will be played.
