The Baltimore Ravens are rounding out their coaching staff in the wake of the John Harbaugh extension, and made a critical addition on Tuesday:

This is a move that officially gives the Ravens the receivers coach they’ve been seeking after re-shuffling things up top. Culley, 63, comes with a litany of NFL experience having coached almost every position on offense over a 41 year career.
Most recently, he was the quarterbacks coach of the Buffalo Bills for the past two years, with his most recent receivers coach experience coming in Kansas City from 2013 to 2016. He had some big time receiver talent at his disposal there such as Tyreek Hill of course, but also helped to develop some of the league’s lesser known but still productive pass catchers such as Chris Conley and Albert Wilson.
Ultimately, that skill is what the Ravens will be looking for. With the front office’s historically bad track record with drafting receivers, they’ll have to hope that Culley can help maximize some of the more raw players they end up bringing in through the draft or free agency.
While this name isn’t necessarily a big flash, there’s both a familiarity with Harbaugh (the two worked together under Andy Reid in Philadelphia) and a long track record with evidence to back up his coaching abilities. There’s no way to know how a move like this will work out until the players hit the field but this is a position that’s going to need some serious work from both a talent and development standpoint; hopefully Culley can finally bring some of the latter to a franchise that has needed it pretty much since the franchises inception.
