The 49ers were granted a roster exemption, so there is no corresponding move necessary
The roster carousel continues for the San Francisco 49ers as Saturday afternoon the team claimed edge rusher James Lockhart, who was put on waivers by the Pittsburgh Steelers. Lockhart was listed as a “roster exemption — Exempt/commissioners permission.” That means Lockart doesn’t count against the 80-man roster. The deadline to be at 53 players is next Saturday, September 5, at 1 p.m. PT.
Lockhart, 23, was released by the Steelers on Friday after Pittsburgh signed a wide receiver. The edge rusher out of Baylor was undrafted in the 2020 NFL Draft. Lockhart’s scouting report reads like a “hustle, high motor high effort” type of player. Lockhart had six sacks, 8.5 tackles for loss, and 17 solo tackles in 2019. He’ll replace Johnathan Kongbo, who was recently waived by the Niners. This Steelers site has a solid breakdown of Lockhart in college.
